A partial downloaded file is a temporary file created by a web browser during a downloading process. It is usually stored in the download folder, where the actual download file will eventually be located. Ideally, when a download successfully completes, the partial downloaded file will be renamed or copied as the final download file. A partially downloaded file can be resumed for downloading if some key file information can be retrieved. There are also errors when a partial download file is opened and the download cannot be resumed.
There are a few pieces of data that are essential to the "health" of a partially downloaded file. The integrity of the data decides if a file can be resumed for downloading.
Target File Name: the name of the final download file. It is usually identical to the name of its matching partial file, just short of the .part, .partial, or .crdownload file extension.
Download URL: the original and complete URL, from where the download was obtained.
Target File Path: the full directory path, in which the final download file is stored. It is usually the same as where a matching partial download file is located, if the latter hasn't been moved around.

Cause 1 - File location was changed : if a partial file wasn't opened from its original location, for instance, it was copied or moved to a new location, then the Target File Path can be wrong or completely nonexistent.
Cause 2 - Browser download record was cleared : a partial download can be resumed if its download record entry still exists within the download manager. If the entry has been deleted, then it is likely that the original download URL won't exist either.
Cause 3 - Browser is busy or the database was locked : simply put, the web browser can't be reached for data query because it is locked, busy, or even uninstalled.
